The Army's Relocation Assistance Program (RAP) has been an integral part of Army Community Service (ACS) since 1965. It began with a few services designed to assist Army families as they moved around the world. One of the first services was the Lending Closet, which provided for the temporary loan of basic household equipment for families to use until their own furnishings arrived.
Now RAP has expanded to include newcomer orientations, pre-departure counseling, automated destination information through the Military Installations program, and many other services.
Relocation services have been expanded to provide practical and emotional assistance before, during, and after a move for military and their family members.
WELCOME PACKETS are available by contacting mary.breeden@conus.army.mil . Please include a mailing address and if you have any special needs such as school age children, exceptional family members, or you are interested in an apartment or home buying. You may also phone in a packet request by calling ACS at 256-876-5397, Monday through Friday, 7 a.m. to 4:30 p.m., Central Standard Time. Written requests may be made through ACS, Bldg 3338, Redeye Road, Redstone Arsenal, AL, 35898. Shipping time is approximately 3-5 days for stateside and two weeks for overseas.

LENDING CLOSET items are available for temporary loan while you are waiting for your household goods to arrive at your new duty station. Items include futons (portable mattresses), bedding, pillows, pots, pans, irons, ironing boards, portable cribs, high chairs and car seats as well as other household goods.

SPONSORSHIP Below are procedures for requesting a sponsor:

The US Army established the Total Army Sponsorship Program to assist soldiers, civilian employees, and family members during the relocation process. Program participants are provided with accurate, timely information and other support needed to minimize problems associated with relocating to a new duty station.
The program is available to the active Army, the Army National Guard, the United States Army Reserve, and to civilian employees whose assignment to a position within the Department of the Army requires a permanent change of station (PCS).
Redstone Arsenal Sponsorship Program requires every soldier, Private (E1) through Colonel (06), receiving an assignment to Redstone, be given the opportunity to have a sponsor. The program also requires every effort be made to provide a pinpoint assignment and advance sponsor for all soldiers in grades PV1 through SPC. A reactionary sponsor will be provided for soldiers if a pinpoint arrival sponsor has not been provided. Each soldier will receive a welcome letter, which will indicate projected unit of assignment.
To benefit from the Redstone Arsenal Sponsorship Program, it is essential that soldiers complete DA Form 5434 (Sponsorship Program Counseling and Information Sheet) immediately upon receiving notification that they are being assigned to Redstone Arsenal. The completed form should be sent to the specified address below.
The Redstone Arsenal Program works closely with the Army Community Service (ACS) agency, and relies on the local ACS center to provide relocating personnel with counseling, welcome packets, and pre-move destination information. Destination information provided to relocating personnel by local ACS centers is augmented by information stored in a web site called Military Installations.

Please call the military personnel office and request a DA Form 7274 (Sponsorship Program Survey) and return to the offices below. This survey is being conducted as part of a continuing effort to improve the sponsorship program. Your response is greatly appreciated in this effort.

GUIDE TO CITIZENSHIP ON WEB:
The Soldier's Guide to Citizenship Application is now available in both English and Spanish on the US Army Human Resources Command (USAHRC) web site at https://www.hrc.army.mil/site/Active/index2.asp.
This will enable many non-citizen Soldiers to choose their language for reading and studying the requirements for naturalization under the military facilitated program.

Just as non-citizen Soldiers have done since 2000, non-citizen Family members of Soldiers may now send their applications for citizenship to the Nebraska Military Team of CIS in Lincoln instead of the CIS regional center nearest them.
